In Tier 4, you can obtain armor sets via PvE Public Quests, RvR, Dungeons, Quartermasters, Specialized Armorsmiths and the Black Market Merchant. This is also where the Wards you obtain in relation to equipping certain set items start to become needed for progression.

The Primary Set is what you earn and you trade those pieces in for the Secondary Set via the Specialized Armorsmith if you want it instead. You can also purchase the Primary Set from the Royal Quartermaster via Officer Medallions and Royal Crests.

E. Land of the Dead
In June of 2009, Mythic released the Land of the Dead live expansion. This expansion included all kinds of new weapons and armor, as well as new accessory sets. However, it only included one actual “armor set” with set bonuses. That set was the Tyrant set and it is obtainable only via venturing into the Tomb of the Vulture Lord, which is a dungeon rated one step above Lost Vale. The Tyrant set itself has stats and bonuses just below the Warlord set.
The pieces drop as repairable items from the Bosses in the Tomb of the Vulture Lord. In an interesting adjustment to armor set drops, they alternate as either dropping a repairable item for a Tank/Healer or for a DPS class, dropping based on race, or dropping as repairable by all. These repairables only have a 50% chance of dropping. Each Boss is also a PQ and the bags contain the tokens needed to purchase the vendor-sold pieces of this set. Overall, this system of loot was a huge step forward in terms of making dungeon items more accessible in the game as it no longer punished bringing two of the same class.

F. Thanquol’s Incursion
In November of 2010, BioWare-Mythic introduced Thanquol’s Incursion: a Skaven-themed 24v24 RvR Dungeon. At the same time, they raised the Renown Rank cap from 80 to 100, allowing for the introduction of four new Armor Sets. The sets are named Doomflayer and Warpforged and there are two types under each name, similar to how they adjusted the Sovereign set earlier that year and created two distinct versions of it.
Note: Both the increased Renown Rank cap and the new Armor Sets are only available if you purchase the Progression RvR Pack.
Along with these new armor sets came new forms of currency to buy them with that you earn while in the Dungeon: Captain’s Medallions, Doomflayer Crests and Warpforged Crests. Additionally, the Doomflayer set can be earned in Stage 2 of the City Siege and the Warpforged set in Stage 3 (as can their related Crests). The alternate set can be obtained by trading in the regular pieces at the Specialized Armorsmith.
The only piece not earned in those ways is the Warpforged Chest. It is unique in that it is earned via completing the new epic quest chain that unlocks once you reach Renown Rank 95. For Order, it is obtained by talking to Garfield Tannenbaum in the Altdorf Palace. For Destruction, it is obtained by talking to Pyresta Ferros in the Inevitable City Palace.
